Storage Internal Phone & SD confusion

I bought a Runbo X5 Android (ice cream sandwich) phone with 500MB internal
Storage & 2.05GB Phone storage and optional SD card storage upto 32GB
i understand that when you download an app it automatically goes to
internal memory and i have found that you can move it to phone memory via
the "move to phone memory" option in Apps settings. Also, in
Settings-Storage you can select preferred install location either
internal/phone.
my problem:
in settings - Storage - Default write disk : i selected SD card instead of
Phone memory
however, everything still seems to be going into the phone storage ?!!
any ideas on how to set camera/downloads/media/installations..etc
to go to SD card by defualt?
